We set the age band first, because it decides almost everything else: how much character is shown, how much type sits on the front, whether the palette runs bright or muted. Parents and gift buyers are usually the ones clicking buy, so the cover has to appeal to them while still belonging to the child. Character designs from the cover carry through to the interior art if you are doing both.
